Why Fusion Tempest?
In the manga, Princess Kakyuu actually transforms into a Sailor Soldier (Sailor Guardian) — Sailor Kakyuu, Guardian of the planet Kinmoku (more particularly, she is the princess of the Tankei Kingdom, which could imply that there are other kingdoms/nations on her planet). She is unique among the Sailor Soldiers for many reasons, including the fact that her Sailor name is not the same as her home planet (Kinmoku), and that her costume includes elements unlike any other Sailor Soldiers. Sailor Kakyuu’s attack is Kinmoku Fusion Tempest and features a swirl of fragrant olive (osmanthus) blossoms that allow Kakyuu to attack or counter an attack. She also calls upon the powers of her guardians, the Sailor Starlights, with Starlights Royal Straight Flush, sending an assortment of cards (resembling the ones Seiya sent to Usagi, which appear based on the popular Magic: The Gathering card game) at the enemy.
